How do I system restore an HP Mini Notebook?

I need to fully restore the system, as in wipe everything clean. I want it to be like it was brand new. Best answer and if it works gets the honor.
I already tried the f10 and f9 option. It either sets up information or just runs the computer.

    Buy a Windows XP, Vista, or 7 CD and install it on there.

    here what you can do when you starts the computer,there are some info it shows beginning.like f2 f10 f11.look at those and press what ever says there.,mostly it will show like f11 or f10.press it for 2 seconds and let it go,wait and a window will pop up.read what it says and u will be on ur way to restore.
    make sure to do factory restore,not system.system restore is certain time period.
